It is therefore crucial to distinguish between the ruling party's (or coalition) internal work and preparations for reform policies on different societal matters, and the design and follow-up work of the reform programmes that the government is responsible for. For the latter, both elected persons and civil servants have their tasks and obligations and have to co-operate under certain legal and ethical principles (as proposed in the previous chapter A, above).
