The use of standards of ethical conduct could be looked upon as a first important step against misuse of political power. In this respect, political parties can informally agree – i.e. without going through legal provisions – on charts of ethics or agreements related to electoral processes including concerning the misuse of administrative resources. According to the principles of transparency, such agreements should be publicly discussed so that citizens can also discuss the issue and hold back possible sanctions agreed by the convention in case of breach of the assumed commitments. If such agreements are not respected or if abuses are observed in practice, this has to be reported, including in the media. Such self-regulation models are widely applied in the Scandinavian countries. They could be defined as belonging to a concept of consensual approach. The parties may organise themselves very freely.
