To effectively implement the legislation, a mutual understanding and a sense of responsibility is required among all political stakeholders. There is a need for a shared understanding and consensus on the importance of constitutional values. There is a need, for example, to share a common view on the role of the opposition within society and an explicit reference to good practice.
