One recurrent problem is the risk of mismatch of possibilities, that is to say an inequality between the government party(-ies) and the opposition party(-ies). Such imbalances can be somehow counteracted by a system of public financing of parties' activities. This system must be established under a thorough legislation on public grants to political parties based on the principle of equality. On another related issue, the report also highlights the need to provide proper conditions for parties without representation in parliament (see para. 13). This report provided a number of examples on public grants to political parties. However, it does not cover in depth the topic.
