Many Constitutions determine formal conditions that have to be fulfilled in order to be able to dissolve Parliament. In the first place the Constitution determines the authority that has the power to dissolve Parliament. In the Comparative Table prepared by the secretariat and attached to this report (CDL-EL(2007)027), the different systems of Government are elucidated. In pursuance to the system of Government, it will be the Head of State autonomously or on the initiative and under the responsibility of the prime minister or the Cabinet, that has the power to dissolve Parliament.
