As noted before, the notion of administrative resources developed in these Guidelines is broad. These Guidelines cover the actions of civil servants in their official duties. This includes how civil servants may misuse their duties and public means or, conversely, be pressured to support or vote for certain electoral contestants. These Guidelines also cover the actions of elected incumbents, particularly while campaigning. These two categories do not usually overlap, as such. These Guidelines hereafter specify whether they cover both civil servants and incumbent candidates or only one of these categories.
