They rather provide guidance that can be followed by lawmakers, in line with democratic principles. Indeed, even where the legal framework provides a solid basis against the misuse of administrative resources, legislation will only be effective if the public bodies involved implement such legislation in good faith. This includes the political will to impartially uphold the letter and the spirit of the law.
