Paragraph 14

Unfortunately, statistical tests have subjective elements of their own, and are quite fallible: the risk of misjudging an election result by statistical tests is high. Statistical tests can falsely identify legitimate election results as irregular, and can fail to flag a fraudulent result as such, especially if the agent of fraud is careful and knows the general types of tests that will be used. Therefore, statistical test results must be interpreted with great circumspection.
