Nonetheless, there are some types of electoral malpractice that cannot be detected by statistical tests, and which only can be identified through qualitative information. This includes unfair conditions for election campaigns; irregularities in the registration of candidates or voters; systematic national practices of ballot invalidation or other practices affecting the voting results throughout the territory; and limitations on the exertion of the mandate.
