According to the information available to the rapporteurs, the SEC decisions for the six different candidates are virtually identical, and they include two dissenting opinions. During the meetings in Ankara it was explained to the rapporteurs that in some of those cases, the respective District Elections Boards (DEB) which are normally competent to hand over the election certificates had doubts about the legal situation and therefore referred the cases to the SEC; in some other cases, the decisions of the respective DEBs to recognise the HDP candidates as elected mayors were appealed by the AK Party to the SEC.
