The Draft law aims at regulating in a single act all the major issues connected with the holding of national referendums, including the types of referendums, procedures for submitting questions, the registration of initiative groups, operation of commissions in charge of the process as well as campaigning and campaign financing, electronic voting, compilation of voter lists, establishment of referendum commissions, media access and coverage, voting, counting and tabulation, determination of results, observation, and complaints and appeals.
