The text addresses a number of problems that have been subject to critical remarks from ODIHR and the Venice Commission in the past.3 Among other issues, the drafters harmonised the Draft law with other pieces of electoral legislation, notably the new Election Code adopted in 2019 and the Law on the Central Electoral Commission (hereafter the CEC), and included detailed mechanisms aimed at ensuring equal campaigning opportunities for supporters and opponents of the issues submitted to national referendum. This is to be commended.
