Article 99 of the Draft law introduces substantive restrictions on campaigning; some of the restrictions are vaguely worded and, therefore, could lead to abusive practices. Article 99.1 and 99.17 prohibit dissemination of campaign materials and campaign broadcasts with certain types of speech. Limitations on campaign speech that are acceptable under international standards include inflammatory speech aimed at inciting another person to violence or ethnic hatred or that can undermine the physical safety and security of the public. It is therefore recommended that this provision be amended in line with international standards for freedom of expression.
