The Draft law allows precinct commissions decide whether changes to the results protocol are to be made with or without a recount, once the district commission identifies mistakes or inaccuracies in the protocol (Article 111.7). To ensure transparency and legal certainty in the counting process, it is recommended that the provision be amended to establish clear and objective criteria for the types of changes that can be made in a results protocol without a recount and when a recount is required to make other types of changes.
