Voters with permanent residence in the Republic of Croatia who reside or travel abroad would be entered into the voter lists for out-of-country voting upon their personal request (Article 37). In the case of the latter voters, their names would be included in the relevant voter lists if they had previously registered there, or submitted a voting certificate issued by authorities in the Republic of Croatia (Article 33). It remains unclear, however, if such voters must only have been registered “previously” at the location in question, or also would have to complete the procedure for prior registration there in connection with the particular election.
