According to Article 52.5 of the draft law, one representative, and the substitute thereof, each from two opposition political parties, coalitions and/or groups of voters in the respective parliament/assembly, which received the highest number of seats in the previous elections, shall be appointed to the polling board, and in the event of the same number of seats, from the party which received the highest number of votes. Article 52.6 of the draft law provides that if there is only one opposition political party, coalition and/or group of voters in the respective municipal assembly, two representatives, and substitutes thereof, of that political party, coalition and/or group of voters shall be appointed to the polling board.
