Voters are allowed to sign in support of several lists of candidates, in line with a previous ODIHR recommendation. The draft law lowers the signature requirements from 0.8 to 0.3 per cent of the voters in the constituency (Article 63). While the present law is already in conformity with international standards, this makes candidacy still more accessible, which is welcome. In a further positive development, the newly established preferential treatment lowers the signature requirements for the parties representing national minorities. The number of signatures required in small municipalities (Article 63.4) could however be rather high.
