The draft law obliges the media to apply the principle of equality consistently to all contestants. However, it is unclear what are the parameters for this principle to be ensured. To comply with international standards and good practice, as well as with national media legislation, the draft should be formulated and implemented in line with the principles of free, truthful, comprehensive, impartial and timely provision and access to political information, free from preferential treatment. In accordance with the Code of good practice in electoral matters, the law should also define whether a strict or proportional equality is applied to contestants.
