Article 109 of the draft law requires that after marking and folding the ballot, the voter shall provide the ballot to the polling board for separating a control coupon, and only after that shall proceed to cast the vote. The voting procedure established by the draft law should be revised. It is not fully in line with international standards, as it provides for a member of the polling board to detach the control coupon from the ballot after the voter has marked it, potentially violating the secrecy and integrity of the vote.
