Paragraph 22

Whereas elections organised on the basis of personal circles were frequently encountered in the past, few countries still apply such a breakdown of electors. Several criteria have been employed, such as social class, income, occupation or membership of an ethnic group. Some commentators have also proposed other distinctions: formation of opinion groups or age groups or the possibility for electors themselves to determine the personal circle to which they wish to belong.
