The “apparentement” or “alliance” system can be summarised as follows: “Several lists ofdifferent parties which are entirely separate, each having its own programmes may declare bymutual agreement that they intend to link up, in other words this means that when the seats are allocated, the votes which they have obtained separately must be added together”. It is used today in Finland, the Netherlands, Spain and above all Switzerland.
