The latter considerations show how complex it is to undertake a functional interpretation of electoral systems. The truth is that for every major stage in the development of democracy there is a corresponding “ideal/typical” electoral system which carries out in a particular way the three functions described above. This specific combination may be appraised in the three successive forms which they took in the course of the last one hundred and fifty years.
