Some might fear that such an overt initial phase would not merely make an initial finding, but would firmly establish the differences by making them visible; this would, consequently, have a heavy influence on subsequent choices. That objection is not a negligible one. But experience shows that this is not necessarily the case. Setting forth the divisions may well trigger a desire to reduce them and, in any event, all the effects – particularly the harmful ones – of an electoral system are not really experienced until it is applied for a second time, that is to say after two consecutive elections.
