From the point of view of electoral systems, the choice of the unitary or federal form of state organisation is not very important. It may be noted, however, that the federal form could permit different electoral systems to be used for elections at federal level and for elections at the level of the federated states. One could readily imagine, for example, a first-past-the-post or even a hybrid system with first past the post dominating at the level of the federal parliament, whose attributions relate more to supra-community (or “universal”) issues such as defence, foreign affairs, human rights or economic and social bargaining for the whole of the federation, and a system using proportional representation to a greater or lesser extent for all or some of the parliaments of the federated states.
