The presidential regime may, however, impose too harsh a choice on a pluralist society and may run the risk of turning into a movement towards personal power in a society whose democratic culture is too recent. If so, it may then be appropriate to introduce a hybrid system which gives a proportionalist outlet to minority forces and guarantees them a role as a democratic counter-power.
