The same arguments apply to the parliamentary system, which, since it is intrinsically a majority system, must rely on the electoral system to identify a governing majority on the basis of the ballot box, whilst respecting the rights of minorities and the possibility of alternating the parties in government. Even if they are difficult to understand – although we have seen above that this difficulty may be reduced – hybrid systems with plurality/majority dominating seem to be the most functional for an emerging democracy, both from the point of view of governing democracy and that of respecting community pluralism.
