The closing remark in the last section enables us to turn full circle from where we began in the general introduction to this report: despite the preference for proportional representation, often expressed by supporters of a “politically correct” view of the “democratic kit” or the equally peremptory assertion that outside a pure first-past-the-post system there can be no “governing democracy”, there is no electoral system which is good from every angle. Each has its advantages and its drawbacks, which vary in magnitude depending on what function fulfilled by the electoral system is considered.
