According to guideline I.3.2. of the Code of Good Practice in Electoral Matters, postal voting should be allowed only where the postal service is safe and reliable. It may be confined to people in hospital, prisoners, persons of reduced mobility or electors residing abroad. Fraud and intimidation must not be possible.
