Paragraph 48

In Finland, unsupervised remote voting in the country is restricted to a specific type of referenda. As a general rule, in all general elections and consultative national referendums the voter has the possibility to vote in advance or on the election day in polling stations. The advance voting takes place in advance polling stations, which may be for example post offices in the country or embassies abroad. Voting is also possible in hospitals, prisons or at home for disabled people. Remote voting by mail is only permitted for participation in consultative municipal referendums (law on the procedure for consultative municipal referendums, 656/1990).
