However, certain restrictions implicit in Article 3 of Protocol 1 must be respected, insofar as they impose a minimum standard for protecting the secrecy of the ballot. This minimum standard should be defined from the perspective of comparative law, which is itself reflected in the “Code of Good Practice in Electoral Matters”.
