Paragraph 68

In order to avoid double voting, when remote voting takes place outside the country, it should be guaranteed that the electoral lists of citizens are not only available to a particular party (e.g. the parties in parliament or the Minister of Foreign Affairs’ party), in order to prevent that there are advantages or disadvantages in the electoral campaign vis-à-vis these voters. Furthermore, there should be safeguards against double voting (e.g. names of the voters who use remote voting should be crossed out from the lists in a way which prevents them from voting a second time at the polling station on Election Day).
