Again, it is quite clear that this cannot possibly be the same as the nation-wide natural threshold; it would have to mean that a party with 14.9% support would not get into the Parliament. In fact, while within an individual three-seat district a party would get a seat only at approximately 18.7% of votes (75%/(m+1)), this is only about 0.3% of the votes on the national level.
