In Germany, citizens living outside the country can vote provided they were continuously resident in Germany for a period of at least three months and have not been out of the country for more than 25 years. A distinction is drawn between citizens temporarily out of the country, who can vote in all elections, and those who are resident abroad, who can only vote in national and European elections.
