This is the case, for example in the following states: Austria, Belgium, Brazil, Czech Republic, France, Georgia, Italy, Latvia, the Netherlands, Poland, Portugal, Russia, Serbia, Spain, “the former Yugoslav Republic of Macedonia”, Ukraine and the United Kingdom.
