With respect to the opening up of national elections to citizens residing abroad, the size of the election districts to which their votes will be attributed, shall also be subject to analysis. When these elections take place in a single constituency or in those of a relatively large size, votes of citizens residing abroad only play a minor role. Besides, it may be noted that citizens residing abroad generally show little readiness to carry out the prior formalities (eg registration) and that people living on a long-term basis outside their country of origin generally show little readiness to actually exercise the right to vote.
