Both studies are focused on the more general issue of the "importance of the electoral process for facilitating the participation of minorities in the political sphere". In this respect, the Lund Recommendation on elections: No. 7 appeals that the "States shall guarantee the right of persons belonging to national minorities to take part in the conduct of public affairs, including the rights to vote and stand for office without discrimination."
