Paragraph 45

Affirmative action electoral rules are found in the Parliamentary Election Law in the form of certain threshold "exemptions." As special rules on elections to the Sejm, the Parliamentary Election Law in its Article 134 stipulates that the lists of election committees created by electors associated as registered organisations of national minorities are exempt from the requirement of threshold. In order to benefit from this exemption, electors associated as registered organisations of national minorities are required to submit to the National Electoral Commission a relevant declaration no later than five days before the poll.
