The LawNo. 68/1992 on the Election to the Chamber of Deputies and the Senate in its Article 4 stipulates that legally constituted organisations of citizens belonging to each national minority, which in the elections has not obtained at least one Deputy or Senator mandate shall have the right to a deputy mandate, if they have obtained throughout the country at least five percent of the average number of validly expressed votes throughout the country for the election of one Deputy. The organisations of citizens belonging to national minorities participating in the elections shall be, as far as electoral operations are concerned, juridical equivalent to political parties.
