Another legal as well as political issue for the affirmative action electoral rules is the question of the nature and the meaning of the representation. The mechanism of guaranteed mandates for members of national minorities in Parliament or at local or regional level, for example, opens the question of the nature of the representation and of the mandate of those deputies. Is their mandate strictly on matters affecting minorities and minority rights only (imperative mandate) or is it an ordinary (open or political) mandate?
