Advisability and circumstances are therefore dependent on short-term rather than structural situations and raise the problem of what sort of interim responses to offer in these situations so that they will evolve to reflect general norms and customs. This is encapsulated in paragraph 25 of the note: "Integration .... [is a] conflict prevention strategy .... It is essential that persons belonging to minorities vote for mainstream parties. By doing so, they will also promote minority interests and concerns in the platforms of mainstream parties." The situation of new democracies has to be taken duly into account in this regard.
