Before considering in greater detail the acceptability of the right to dual voting, it should be noted that the matter has a relatively limited scope. The right to dual voting is but one of the ways of guaranteeing that persons belonging to national minorities are represented in parliament. There are many other ways of achieving this aim,1 both specific to minorities and more general in nature.
