In the first cycle opinion on Slovenia, adopted on 12 September 2002, the Advisory Committee welcomed the various existing mechanisms for political participation, including the right for the Hungarian and Italian minorities to be represented by a Member of Parliament, the right to vote being confined here to persons belonging to the Hungarian and Italian minorities, who thus benefit from a dual voting system, since they are also allowed to vote at the same time for the election to the non-reserved seats.
