In accordance with the European Parliament resolution of 18 January 2001, however, for a balanced gender representation a minimum of 40% of each sex in parliament needs to be reached (Rec(2003)3, Explanatory memorandum III, 32). For real gender parity, therefore, measures need to be taken to move beyond the “critical mass” level of women’s representation.
