Within the member states of the Council of Europe plurality/majority systems are rarely applied in elections to national parliaments. Much more common are proportional representation (PR) systems, which are used in multi-member districts or the national level, as well as electoral systems which combine technical elements of the plurality/majority systems and PR systems (so-called “mixed systems” or combined systems) (see Appendix C).
