Council of Europe member states show a low level of women’s representation between 10% and 20%: Azerbaijan, Bosnia and Herzegovina, Cyprus, the Czech Republic, France, Greece, Hungary, Ireland, Lithuania, Montenegro, Romania, the Russian Federation, San Marino, Slovenia, Slovakia and the United Kingdom.
