One of the most well-established findings is that countries applying proportional representation systems have a higher proportion of women in their parliaments than those with majority or plurality systems. Research and statistics have shown that where proportional representation systems are used, it has often been easier for women to get access to parliament. During the last three decades, there has been a significant increase in women’s parliamentary representation where proportional representation systems exist, whereas only modest advances have been made through plurality or majority systems (Rec(2003)3, Explanatory memorandum, III A, 48).
