Secondly, the electoral system is only one of several factors that have an impact on women’s representation, and its effects depend largely on the respective political and social conditions of each country. Thus, the electoral system can only facilitate or hamper women’s access to parliament, but it does not determine it. The question whether the institutional incentives of the electoral systems are effective, depends largely on women’s role in society and politics as well as on the behaviour of potential female candidates, political parties and the voters.
