Since legal quotas provided in constitutions and/or electoral laws are obligatory by nature, they seem to be more effective than voluntary party quotas. However, this is not necessarily the case. The successful adoption and implementation of legal quotas require not only strict placement mandates and effective enforcement mechanisms, but also the commitment of political parties. Even with legal quotas, political parties play a key role in implementing them. Resistant party gatekeepers may find ways to bypass quota legislation or only poorly implement the respective provisions.
