Stability of the electoral law is crucial to ensure trust in the electoral process, and in particular to exclude any suspicion of manipulation of the electoral legislative framework. According to the Venice Commission’s Code of Good Practice in Electoral Matters, and as explained in the interpretative declaration on the stability of electoral law, no changes of principle (related to fundamental elements, for instance the electoral system, the composition of the electoral management bodies, and the drawing of constituency boundaries) should be introduced within 12 months of the elections.
