The one-year rule applies only to fundamental elements of the electoral system. However, the closer to the elections the amendments to electoral legislation are passed, the more they may influence the election results. The amendments in question concern three main elements: the constituencies, the introduction of open lists and the suppression of the coalitions (apparentements).
